Chief Equity & Quality Officer

LaTonya Murray has more than 30 years of progressive leadership experience at FrontLine Service. As FrontLine’s Chief Equity & Quality Officer, LaTonya oversees the agency’s quality, compliance, and certification requirements, and ensures that FrontLine follows a strategic approach to achieve FrontLine’s anti-racism vision

Prior to her current role, LaTonya served as the Director of Emergency Housing Services, responsible for aligning FrontLine’s emergency housing programs with Cuyahoga County’s goals of ensuring that homelessness is rare, brief, and one-time. During her tenure at FrontLine, LaTonya has launched many of our community’s most innovative and essential programs, including Coordinated Intake for the county shelter system and Supportive Services for Veterans Families. For the latter, LaTonya earned national recognition for implementing a short-term case management diversion program for veterans who experience homelessness. This program has reduced veteran homelessness in Cuyahoga County by 77%, from 360 in 2014 to 84% in 2022.  

As FrontLine’s Director of Quality Improvement for seven years, LaTonya was integral in securing the agency’s continued accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF) and continued certification from the Ohio Department of Mental Health (now Ohio Department of Mental Health and Addiction Services). She began her career in homeless services in the New York City shelter system in the late 1980s.  

LaTonya holds an MA in Psychology (with Diversity Management Specialization) from Cleveland State University and a BA from the University of Michigan.
